The rise of the women’s movement in the Philippines in the 80s encouraged the discussion of women’s experiences of all forms of violence which otherwise would have remained private and unrecognized. From there, a group of women deeply concerned with violence that affects women’s lives committed themselves to respond to the issue. On February 19, 1989, the Women’s Crisis Center was formally established. It is the first and only crisis center in the Philippines which offers a comprehensive range of crisis intervention services for survivors of gender-based violence. It also introduced the radical concept of feminist counseling in the country. It has now changed its name to Women's Care Center, Inc. as of January 2017.

Women's Care Center, Inc. is a non-stock, non-profit private institution with a firm commitment to end violence against women and to work towards a just and humane society. It was formerly known as Women's Crisis Center up until January of 2017.
It is the first ever crisis center in the Philippines to offer services and assistance for women who are survivors of gender-based abuse and violence such as battering, rape, incest, sexual harassment, prostitution, and sex trafficking.
The Women’s Care Center envisions a just and violence-free society where women have self-determination, enjoy equal rights and opportunities, and can achieve their full human potential.

3. Ensure sustainability of programs and services by establishing WCC as an acknowledged and well-recognized center of knowledge and expertise in feminist approaches to crisis intervention and by generating adequate financial and other resources
1. Improve feminist approaches for healing and recovery of women and children victims or survivors of violence
2. Develop woman-centered standards, monitoring tools, and mechanisms for intervention and prevention services among key stakeholders
